This should happen for QotD questions as well.

I see you have already found something out on Facebook and as we
discussed on Facebook ourselves[1].

Why not have a number of times a question has been flagged. That value
would be stored in the database and that would be it. If a question
"number_of_reports" is past a certain threshold we really need to fix it.
