[vmchecker-dev] Cron checker script for vmchecker-queue-manager

Hi!

As it sometimes happens for the queue process to fail, I've added a
small script to be run in cron. It is stored in
so at sanctuary:~/cron/check-vmchecker-queue-manager

The script checks to see whether there is a queue-manager process
running. In case not it makes a dated copy of the current log file
(queue.log) and starts a queue-manager process.

To get by other crashes, I've added it to cron: it is run every 10
minutes. If the base system (sanctuary) is up, maximum unavailability
time should be 10 minutes.
