[vmchecker-dev] CR request: submit.py

I've implemented the function that stores a submission. It's the only
good piece of code I've written lately, the other files must go.
Please let me know what you think. I used the sqlalchemy to make sql
queries easier.

If you want to test do the following:
./setup install --home=~
./tests/ut_submit.py

Ofcourse, you need mysql installed (see file sql.py, included only for
things to work and needs to be redone)..
